SUBJECT:   OCRA CDBG Amended Disaster Recovery-1 Grant Program - DEADLINE APRIL 1, 2010
 
The above subject application workshop for the Amendment to the Disaster Recovery-1 Grant Program resulting from FEMA Disaster 1766 was held in Indianapolis on February 1, 2010. This grant funding, totaling $40,000,000, is available to two counties, cities, and towns in the Coalition’s service area (Gibson and Posey) and has been divided into two separate programs; non-FEMA Public Assistance Projects with $32,500,000 available in grant funds for Completed Projects and To-Be-Completed Projects and Dams/Levees with $7,500,000 available in grant funds.
 
This email contains information on the Completed Projects portion of the Non-FEMA Public Assistance Program as there is some urgency given the application deadline of April 1, 2010. The following is general information regarding the funding opportunity:
 
Non-FEMA Public Assistance Program - Completed Projects
·         Please note that these are for 1766 only and include PW’s that were rejected by FEMA which will be considered on a case by case basis.
 
General Information:
-Application deadline is April 1, 2010, Competitive Funds
-No limits on the number of Non-FEMA Public Assistance Projects per applicant (City, Town, County)
-Must meet either 51% LMI or Urgent Need Requirements
-No set match amount required 
-Actual grant amounts are determined on a case by case basis and the amount of assistance will be dependent upon the evaluation factors
 
Evaluation Criteria:
-Extent of damage caused by a 2008 storm event;
-The importance of the project to post disaster recovery of the applicant
-The financial impact of the project on the applicant
-The percentage of low-to-moderate income persons served
-The relative economic distress of the applicant
 
Application Requirements:
- Project must have a complete description and justification of project activities, including how it fits with the overall long-term recovery efforts of the applicant.
-Must include a detailed budget that matches the project description
-Must not include normal maintenance costs
-If use force account labor it must be approved by OCRA in advance
-Must complete proper OCRA CDBG Environmental Review prior to application
-Must conduct site visit with OCRA Community Liaison
-Must acquire all easements and/or land necessary prior to application (use URA)
-Must identify all permits necessary
-OCRA Certified Grant Administrator required to submit and administer grant on behalf of the units of local government.
