Community Focus Fund Projects
Rural communities have many pressing needs that can require outside financial assistance. Through the Indiana Office of Community and Rural Affairs, the state of Indiana requests federal funding to help rural communities with a variety of projects. Projects include sewer and water systems, community centers, health and safety programs, and many others. These funds help communities improve their quality of life and ensure the health and safety of their citizens.

Community Economic Development Fund
A primary focus of the Indiana Office of Community and Rural Affairs is to assist Indiana’s rural residents in improving their quality of life as they promote successful and sustainable communities. Community Economic Development Fund (CEDF) grants are funded with federal Community Development Block Grant (CDBG) dollars from the U.S. Department of Housing and Urban Development (HUD).
Most economic development activities are undertaken for the purpose of job creation or retention. Most job creation or retention activities are classified as eligible under one of several economic development-oriented categories.

Microenterprise Assistance Program
The goal of the Microenterprise Assistance Program (MAP) is to encourage rural communities to focus on long-term community development. Eligible projects will be designed to assist microenterprise businesses owned by low- to moderate-income persons and microenterprise businesses that will create jobs for low- to moderate-income persons.

Urgent Need Grants
Urgent Need Grants are funded with federal Community Development Block Grant (CDBG) dollars from the U.S. Department of Housing and Urban Development (HUD). An activity must be designed to alleviate existing conditions that are certified by the local government and determined by the state to pose a serious and immediate threat to the health or welfare of the community. Urgent Need Grants will be considered if…
- The threat is of recent origin or recently became urgent
- The state grant recipient is unable to finance the activity on its own
- Other sources of funding are not available to carry out the activity.

Community Focus Fund Planning Grants
Planning Grants are funded with Federal Community Development Block Grant (CDBG) dollars from the U.S. Department of Housing and Urban Development (HUD). The goal of the program is to encourage communities to plan for long-term development. Community leaders may apply for funding for projects relating to infrastructure, downtown revitalization, community facilities, and other such issues.

Disaster Recovery Appropriation 1 Fund
A new grant opportunity will be available spring 2010 through the Disaster Recovery Appropriation 1 fund. This program will involve other, non-FEMA Public Assistance projects in those counties declared in Disaster 1766. (A map of eligible counties is available at http://www.in.gov/ocra/2429.htm). OCRA will host a workshop explaining program details on February 1st at the Indiana Government Center South Auditorium. The Indiana Housing and Community Development Authority (IHCDA) will also present information on programs from this funding allocation available through their agency.
